Phased Development Plan – Lot 1 of Community Lands
INTRODUCTION
BIRCH has partnered with Tomo Spaces, and with the support of Bowen Island Municipality to develop a phased development plan for Lot 1 of the Community Lands.

Lot 1 of the Bowen Island Community Lands consists of 24 acres west of the intersection at Mt. Gardner Road and Grafton Road. It is split into 4 areas with varying zoning and permitted uses, details below.

WHERE ARE YOU UP TO AND WHAT ARE NEXT STEPS?
The project completed in early 2025 with a final report and presentation with findings and recommendations. Please contact us for a copy of the report.
GOALS
The main goal of the phased implementation plan for Lot 1 is to answer: How do we build on previous work to develop the next few steps towards building non-market housing in the next 5 to 10 years? From some stakeholders, we have heard that there are many sensible plans and studies over the years; however, one gap seems to be “how to implement?” or “how to make it happen?”
HOW WILL THIS PROJECT BENEFIT THE COMMUNITY?
As stated throughout the Official Community Plan and recent Strategic Plans we want to keep Bowen a vibrant and diverse community. To achieve this, we must have diverse and affordable housing options. This project is working towards having community land available for the construction of more diverse housing, with an emphasis on non-market housing.
