About Hemlock Hill Village
Hemlock Hill Village will be a new purpose-built mix-market affordable rental building located in the Snug Cove neighbourhood. The building, which will be located at 1033 Miller Road, offers a mix of affordable rental homes designed for independent living. The building includes self-contained homes with modern finishes and shared amenities spaces.
Please note that this development is separate from the Snug Cover House project which is a senior’s focused residence located at 1082 Miller Road.
Types of Homes
Hemlock Hill Village includes 25 units that range in unit size to meet different household needs, including: studios, one-bedroom, two-bedroom and three-bedroom units. There will be limited parking available for residents. Rents will be distributed throughout the building spanning a range of affordability levels. This mix will support a balanced and inclusive community.
Who Will Live There
Hemlock Hill Village is intended for people who can live independently and are seeking secure, long-term rental housing. The building includes affordable rental homes for individuals, couples and families with low to moderate incomes. This is not supportive housing and is not limited to a specific population group. All residents are expected to manage their own daily living and tenancy responsibilities.
How & When to Apply
Starting in early 2027, prospective tenants can apply by completing the rental application form available on the Lookout Housing and Health Society website. Completed applications are reviewed through a standard screening process, which includes income verification where applicable, references and other typical rental criteria. Priority will be given to current residents of Bowen Island or those looking to return to their home community.

WHERE IS HEMLOCK HILL VILLAGE LOCATED?
In summer 2019 BIRCH and Bowen Island Municipality agreed on a 0.15ha site on lot 3 of the community lands. The site location is at 1033 Miller Road, adjacent to the new firehall and behind the new health centre. See map below.
